为满足生态环境管理和决策的要求，OECD（Organization for Economic Co-operation and Development，联合国经济合作开发署）建立了压力 — 状态 — 响应（Pressure-State-Response, P-S-R）框架模型，用于对常规的区域生态环境进行监测和评价。

    压力—状态—响应（PSR）框架模型

          针对生态问题、生态治理措施等的区域生态质量评价与研究 中，基于生态压力的指标选择及环境暴露指标选择 方法的居多；而针对常规的区域生态监测与评价工作中，为满足生态环境管理和决策的要求，近些年， 科学家们设计了一些评价指标体系的概念框架。其中OECD（Organization for Economic Co-operation and Development，联合国经济合作开发署）建立的压力—状态—响应（Pressure-State-Response, P-S-R）框架模型（如下图）被广泛承认和使用。该框 架模型具有：（1）综合性。同时面对人类活动和自然环境。（2）灵活性。可以适用于大范围的环境现 象。（3）因果关系。它强调了经济运作及其对环境 的影响之间的联系。 

           这一框架模型具有非常清晰的因果关系，即人类活动对环境施加了一定的压力；因为这个原因，环境状态发生了一定的变化；而人类社会应当对环 境的变化作出响应，以恢复环境质量或防止环境退化。而这三个环节正是决策和制定对策措施的全过程。PSR 框架强调了环境压力的来源，这是一个非常关键的问题，因为造成环境压力的这些人类活动应当对环境的变化负责。而对于因果关系的强调也 很重要，虽然这些联系未必象框架模型描述的那么 直接。

           在压力 —状态 —响应模型中，各模块可作如下理解：

           (1)“压力”指标(Pressure)：指人类活动对环境的直接压力因子，例如废物排放，废物处理，公路网的密度，捕鱼和煤矿开采；

           (2)“状态”指标（State）：指环境当前的状态或趋势，例如污染物浓度，物种多样性，洁水的可用性；

           (3)“响应”指标（Response）：指环境政策措施中的可量化部分，它在社会处理环境问题过程中不断发展。例如，自然资源的收税水平，与污水处理系统相关的居民数量，保护区面积。
