式中,W为可供水量;a为供水条件因子;I1为开源投资年额;y为工业产值;k为增长值数;Q1为现期需水量;Q1为现期生活用水量;q为万元产值取水量;p为人口数;g为人口增长指数;e为自然对数底;s为社会经济进步指数;b为节水条件因子;I2为节水投资年额;I为开源节流投资年总额;a0为开源条件比例常数;为生活用水定额变量;c为水投资比例常数;Q0为短期需水预测量;为供水收益率;Q为城市实际用水量;r0为节水条件比例常数。
